(a) The City Manager shall refuse to issue a license, under the provisions of this chapter, if the proprietor or person desiring the license is not a citizen of the United States, has been convicted of any violation of any provision of this chapter or of any felony or act involving moral turpitude, is a person of doubtful reputation, or appears to be in fact merely an agent of the real owner or operator of such place.
(b) All licenses issued by the City Manager for any purpose contemplated by this chapter shall be issued only to the true owners or operators of such places.
