Before issuing any license to any person to operate or maintain within the City any bowling alley, poolrooms, billiard room, game room/video room, or combination thereof, it shall be the duty of the City Manager to examine the premises for which the license is to be issued and to refuse the issuing of a license if the premises do not conform to the provisions of this chapter.
