(a) No railroad company or any engineer, fireman or other employee of any railroad company shall run any locomotive or train of cars at a greater rate of speed than thirty-five miles per hour through or within the limits of the City, unless this speed is unreasonable for the conditions and such conditions require a speed lower than thirty-five miles per hour.
(b) Whoever violates this section is guilty of a minor misdemeanor.
