(A) Within a reasonable time after the closing date for receiving applications, applicants who have returned applications in a timely manner with all required documentation attached and who meet the prerequisite requirements of § 34.23, shall be administered a written examination to determine the ability of each applicant for the position to be filled, covering, but not limited to, the following:
(1) Knowledge of and ability to read, write, and understand the English language;
(2) Ability to observe and recall information, facts, and characteristics relevant to the duties of the position applied for;
(3) Ability to understand and follow directions correctly; and
(4) General comprehension and knowledge.
(B) Passing grade for such written examination shall be minimum score of 70%. The point values of indicated ratings for the written examination shall be 35 points for a score of 70, 35.5 for a score of 71, continuing up to and including 100% with the highest possible score being 50 points:
