In order to be operated lawfully on such designated city streets, a golf cart shall:
(A) Be issued a permit for the golf cart by the City of Ashland following a completed application, safety inspection, and ordinance review by the Ashland Police Department for a one-time fee of $25. Permits must be renewed annually. Applications for a permit may be obtained from the Ashland Police Department. The completed application must be turned in to the Ashland Police Department in person by the owner of the golf cart with all required documents.
(B) Display a sticker or permit that identifies that the golf cart is allowed to be operated on roadways within the city.
(C) Be inspected by a certified inspector designated by the Boyd County Sheriff’s office and certified through the Department of Vehicle Regulation to ensure that the golf cart complies with the requirements of this chapter. The inspection fee under this division shall be $5 if the inspection occurs at the Sheriff’s office or $10 per trip charged if it becomes necessary for the certified inspector to travel to the site of the golf cart rather than having the golf cart brought to the Sheriff’s office. A proof of inspection by the Boyd County Sheriff shall be kept in the golf cart at all times of operation on a public roadway. The permit shall remain valid for as long as the cart belongs to the original owner.
(D) Displays a slow-moving vehicle emblem in compliance with KRS 189.820.
(E) Be insured in compliance with KRS 304.39-080 by the owner or operator, and the proof of insurance shall be inside the golf cart at all times of operation on a public roadway.
(F) Be operated on approved city streets only between sunrise and sunset.
(G) Be operated by a person with a valid operator’s license in his or her possession.
(H) Be restricted such that the operation of a golf cart does not cross any roadway at an intersection where the roadway being crossed has a posted speed limit of more than 35 miles per hour; does not cross any street on which operation of a golf cart is prohibited by § 75.02; and does not cross any state route that has been prohibited by the Kentucky Transportation Cabinet.
(I) Be operated only on a designated city roadway approved by the Board of Commissioners and as set forth in this chapter.
