§ 54.01 COLLECTION AND DISPOSAL OF GARBAGE COMPULSORY.
   The collection, removal and disposal of all garbage, offal, refuse, rubbish and waste matter is hereby declared to be compulsory and universal within the corporate limits of the city, and shall be regulated by the terms of this chapter.
