§ 34.54 PAY AND COMPENSATION FOR NEWLY EMPLOYED POLICE TRAINEES AND POLICE OFFICERS.
   (A)   Entry level compensation rate of non-certified police trainees and continuing rates of pay will follow Article 20 of the most current collective bargaining agreement between the City of Ashland and the Fraternal Order of Police Lodge #3.
   (B)   Newly hired Kentucky Certified Police Officers will be given credit for their experience as hereinafter set forth. The Chief of Police will evaluate initial experience qualifications for external candidates and recommend starting placement into the current Classification/Compensation Structure. The graduation date will be used to calculate the years of service. Graduates from KLEC approved academies (DOCJT, Kentucky State Police, Lexington Police Department, Louisville Metro Police Department or Bowling Green Police Department) with consecutive non-interrupted years of experience immediately following appointment as a Kentucky Certified Police Officer shall be credited for all such years of experience for purposes of placement into the pay chart set forth in the most current City of Ashland/Fraternal Order of Police Lodge No. 3 Collective Bargaining Agreement. The Chief of Police will evaluate the continuous service records and assign the years of continuous service with which the newly hired certified officer shall be credited on the Personnel Action Request Form (PAR) and shall include therein proper documentation of service and the reasoning for the years of service assigned.
   (C)   New hired Kentucky Certified Police Officers whose law enforcement service includes a period of a lapse of one year or more from continuous employment in law enforcement as a Kentucky Certified Police Officer shall not be credited for any of such service and shall be assigned an entry-level pay rate as set forth in the most recent City of Ashland/Fraternal Order of Police Lodge No. 3 Collective Bargaining Agreement.
   (D)   The effective date of the method of determination of the years of continuous service to which newly hired Kentucky Certified Police Officers are entitled pursuant to the above-stated criteria shall be August 19, 2019. Nothing contained herein shall apply to any officer hired prior to August 19, 2019.
   (E)   A police/peace officer certified under the laws of another state will not be considered a Kentucky Certified Police Officer for purposes of this section and must complete the entire hiring process. Credit may be given by the Kentucky Law Enforcement Council towards basic training requirements based upon out of state certifications, but the candidate must complete all basic training requirements in Kentucky before becoming a Kentucky Certified Police Officer. With respect to such officers, the Chief of Police will prepare the Personnel Action Request Form (PAR) and assign such officer's rate of pay at the entry level pay on the chart as set forth in the most recent City of Ashland/Fraternal Order of Police Lodge No. 3 Collective Bargaining Agreement.
   (F)   Retired Kentucky Certified Police Officers eligible for employment and retired Ashland Police Officers eligible for re-employment shall be given credit for their experience equal to their years of service as a Kentucky Certified Police Officer at the time of their retirement for purposes of placement into the pay chart set forth in the most recent City of Ashland/Fraternal Order of Police Lodge No. 3 Collective Bargaining Agreement, irrespective of the length of time retired, and shall, if employed, additionally comply with all requirements of KRS 95.022.
