§ 31.80 POLICY REGARDING SUBMISSION OF GRANT APPLICATIONS.
   It shall be the policy of the city that any and all grant applications submitted on behalf of the city to any private or governmental agencies shall first be submitted to the City Public Information Officer who shall review and make a record of such proposed applications; then to the City Manager for his review and modification at his discretion; and then to the Ashland Board of City Commissioners for its formal approval. No grant application on behalf of the city or an agency thereof shall be submitted without first being approved by a majority vote of the Board of Commissioners in session.
