§ 96.14 RULES AND REGULATIONS FOR THE CHARLES AND BETTY RUSSELL PARK NATURE TRAILS.
   (A)   The Board of City Commissioners, in the interest of public safety and welfare, hereby declare the following activities to be prohibited within the confines of the area known and referred to as the Charles and Betty Russell Park Property Nature Trails unless prior approval from the Board of City Commissioners has been obtained:
      (1)   No motor vehicle shall be operated.
      (2)   No person shall possess alcoholic beverages.
      (3)   All motor vehicles shall be parked in designated parking areas and shall be limited to person(s) using the trails.
      (4)   It shall be unlawful to throw, scatter, or discard any paper, filth, garbage, or other waste matter, except in the receptacles therein placed for that purpose.
      (5)   No individual or entity shall be permitted to park or remain standing a vehicle, trailer, camping trailer/tent, or similar structure to camp or otherwise temporarily reside.
      (6)   No lewd behavior or disorderly conduct will be permitted.
      (7)   It shall be unlawful for any person to make, continue, or cause to be made or continued, any unreasonably loud, harsh, excessive or unnecessary or unusual noise which either annoys, disturbs, injures, or endangers the comfort, repose, health, peace or safety of others unless the making and continuing of the noise is necessary for the protection or preservation of property or the life, health or safety of a person or persons.
      (8)   No smoking or open flames permitted.
      (9)   Damaging of property is not permitted.
      (10)   It shall be unlawful to mistreat any and all wildlife,
      (11)   Hunting of any kind is prohibited.
      (12)   All dogs shall be at all times while in said area restricted upon a leash. Parks and Recreation, Public Works employees and all police officers shall strictly enforce this section.
   (B)   Use of the nature trails shall be at your own risk and only during the hours from dawn to dusk.
   (C)   These prohibitions in abbreviated format along with other regulations shall be posted at all entrances along with fines for the violation of such regulations.
