Landscaping and buffer requirements are established to improve the appearance vehicular use areas and property abutting public rights-or-way; to require buffering between incompatible land uses; to protect, preserve, and promote the visual appeal, character, and value of surrounding neighborhoods; and to promote public health and safety through the reduction of pollution.
