The subdivider, after the tentative approval of the preliminary plat, which shall be effective for one year unless extended by the Planning Commission, may do either of the following.
(A) Secure from the appropriate officials the necessary permits to proceed with the street and sanitary improvements.
(B) Post with the Planning Commission cash, negotiable securities, or a surety bond, sufficient to cover the full cost of the improvements based upon an estimate approved by the officials having jurisdiction, to insure the satisfactory installation of the improvements in accordance with the Commission's regulations.
