When application for permit to erect or enlarge a building has been filed and pending issuance of the permits, the Building Inspector may, at his or her discretion, issue a special permit for the foundations of the building. The holder of such a special permit shall proceed at his or her own risk and without assurance that a permit for the superstructure will be granted.
