Vendors in a flea market shall be excluded from the provisions of Chapter 115 of this code. The license fees contained in this subchapter shall be the fee required of a vendor for the privilege of operating a business within the city. The basis for this exclusion from the Business Privilege License requirement is that a flea market vendor is by nature transient and temporary, and primarily deals in used wares and goods.
