Nothing in this chapter shall prohibit the city from contacting another towing service when the towing service first called cannot immediately honor a request for service including but not limited to the following reasons:
(A) The towing service does not have equipment available at time of request; or
(B) The towing service does not have equipment capable of performing the task requested.
