§ 114.63 VEHICLES PLACED ON HOLD BY POLICE NOT TO BE RELEASED.
   No vehicle shall be released by the towing service that the police have placed a "hold" on until instructed by the Police Department to do so, and after proper evidence is presented to show ownership and adequate standing in the vehicle to justify release.
