§ 110.01 DISTRIBUTION OF HANDBILLS, CIRCULARS, AND THE LIKE PROHIBITED; EXCEPTION.
   No person shall throw, scatter, leave, place, distribute or cause to be thrown, scattered, left, placed or distributed, any handbill, poster, sign, card, pamphlet, sample of merchandise, written or printed papers, circulars used for advertising purposes, or other advertising device upon any sidewalk, street, lane, alley, public ground, or other public place, or upon any private lawn, lot, driveway or steps, within the corporate limits of the city; provided, that it should not be unlawful to distribute such materials if the same is delivered in person to one willing to accept it, delivered in person at the door of a residence or business, or placed on a porch or door of a residence in such a way as to prevent it from being blown or scattered about. There is excepted from the provisions of this section the circulation or distribution of any regular newspaper sold or distributed within the city limits.
