(A) Any person, group or organization which seeks to use any amplifiers or amplification equipment for the purpose of amplifying music or the human voice in any city park shall apply for and receive a special event permit before such utilization.
(B) This section does not apply to personal radios utilized to receive commercially broadcast radio signals and personal equipment for the playing of recorded music and utilized for person listening pleasure only.
