SCHEDULE V. LOADING/UNLOADING ZONES.
   (A)   Definitions. For the purpose of this schedule, the following terms and phrases shall have the same meanings here ascribed thereto:
      LOADING. The act of putting cargo on or in a truck or motor vehicle, or picking a passenger up.
      UNLOADING. The act of discharging or removing cargo from a truck or motor vehicle, discharging a passenger from a vehicle.
   (B)   It shall be unlawful for the operator of any motor vehicle to park such vehicle in a loading zone between the hours of 7:00 a.m. and 8:00 p.m. on Monday through Saturday, except for the purpose of and while in the act of loading or unloading.
   (C)   It shall be unlawful for the operator of any motor vehicle to park such vehicle in a loading zone for a continuous period of more than thirty (30) minutes.
   (D)   It shall be unlawful for the operator of any motor vehicle to park such vehicle in a loading zone without emergency lights blinking.
   (E)   Loading zones are created as follows:
      (1)   100 Block of 15th Street adjacent to the Federal Building located at 1405 Greenup Avenue (two loading/unloading zones). Beginning at a point on the west curbline of 15th Street, said point being 91.4 feet from the intersection of the west curbline of 15th Street and the north curbline of Greenup Avenue, thence extending 45.4 feet (one existing 20.4 foot stall and one existing 25 foot parking stall) northerly to a point on the west curbline of 15th Street.
      (2)   Greenup Avenue. Southeast corner a distance of 50 feet in an easterly direction from 13th Street.
      (3)   West side of 18th Street (two loading/unloading zones). Beginning at a point 36 feet from the curb insert and continuing in a southerly direction ten feet for the first loading zone and second such zone to begin at this point and continue ten additional feet in a southerly direction.
      (4)   1401 Winchester Avenue - G.B. Johnson Building (two-car loading zone). Beginning at a point on the north curbline of Winchester Avenue, said point being 15.50 feet from the easterly right-of-way of 14th Street; thence with the northerly curbline of Winchester Avenue in the southeasterly direction 44.00 feet to a point.
      (5)   1501 Carter Avenue. Beginning at a point on the north curbline of Carter Avenue, said point being 127.50 feet from the intersection of the east curbline of 15th Street and the north line of Carter Avenue; thence with the north line of Carter Avenue in a southeasterly direction 14 feet to a point; thence leaving said curbline, at approximately 60° angle to the curb, in a southwesterly direction 22.00 feet to a point; thence in a northwesterly direction 14.00 feet to a point; thence in a northeasterly direction 22.00 feet to the point and place of beginning.
      (6)   230 16th Street. Beginning at a point on the easterly curbline of 16th Street, said point being 18 feet from the intersection of the easterly curbline of 16th Street and the southerly curbline of an alley, thence southerly 13 feet to a point on the easterly curbline of 16th Street.
      (7)   Central Avenue. Beginning at a point on the northerly curbline of Central Avenue, said point being 112.5 feet from the intersection of the westerly curbline of 18th Street and Central Avenue, thence westerly 45 feet to a point on the northerly curbline of Central Avenue.
      (8)   Winchester Avenue - 1300 Block. Beginning at a point on the northerly curbline of Winchester Avenue, said point being 147 feet from the intersection of the westerly curbline of 14th Street and Winchester Avenue, thence westerly 22 feet to a point on the northerly curbline of Winchester Avenue.
      (9)   Winchester Avenue - 2200 Block. Beginning at a point on the southerly curbline of Winchester Avenue, said point being westerly 140 feet from the intersection of the southerly curbline of Winchester Avenue and the westerly curbline of 23rd Street, thence westerly along the southerly curbline of Winchester Avenue 22 feet to a point on the southerly curbline of Winchester Avenue.
      (10)   In front of 1544 Winchester Avenue. 
      (11)   8th Street - 300 Block - east side (7:00 a.m. to 8:00 p.m.). Beginning at a point on the easterly curbline of 8th Street, said point being southerly 160 feet from the intersection of the southerly curbline of Winchester Avenue and the easterly curbline of 8th Street, thence northerly along the easterly curbline of 8th Street 80 feet to a point on the easterly curbline of 8th Street.
      (12)   Carter Avenue - 1500 Block. In the 1500 block of Carter Avenue on the north side of the street in an angled space adjacent to the entrance of Community Trust Bank parking entrance and directly in front of Speedy Signs.
      (13)   Winchester Avenue - 1600 Block. In the 1600 block of Winchester Avenue on the south side of the street in spaces 2, 3 and 4 on Sundays from 7:00 a.m. to 11:00 p.m.).
      (14)   Greenup Avenue - 1600 Block. Beginning at the northwest corner of 15th Street and Greenup Avenue, measuring in a westerly direction starting at the 216 foot mark and continuing west 30 feet.
   (F)   Businesses located within a one (1) block area of the loading zone may leave their trucks in the loading zones for periods of time as may be necessary to serve their respective business.
   (G)   Any request for the installation of a loading/unloading zone shall be submitted to the Transportation Task Force for recommendation to the Board of City Commissioners.
   (H)   The Chief of Police is hereby authorized and directed to take appropriate steps to enforce the provisions of this schedule.
   (I)   The Director of Public Works is hereby authorized and directed to install appropriate signs to carry the provisions of this schedule into effect.
   (J)   Any person, firm or corporation violating the terms of this schedule shall be deemed guilty of a violation and shall be punished by a fine of not less than fifty dollars ($50) nor more than two hundred fifty dollars ($250) as provided in KRS 534.040 for a violation offense.
