(A) The violation of any ordinance relating to nonmoving traffic violations by means of a motor vehicle shall be prima-facie evidence that the violation was committed by or with the authority or permission of the owner of the vehicle. Each such violation shall constitute a separate offense by the owner.
(B) For the purpose of this section, proof of the registration of any vehicle in the name of any person shall be prima-facie evidence of ownership of the vehicle by the person in whose name it is registered.
