(A) The city has, by ordinance, established specific parking regulations which limit the length of time parking stalls may be used, establish parking meter fees, define the location of loading and handicapped parking spaces and fix penalties for violations thereof.
(B) The City Manager is authorized under unusual and/or special circumstances to grant to not-for-profit organizations involved in voluntary humanitarian service to the community, when alternative parking is not available and the need for parking is recurring, exemption to any ordinance which limits the length of time parking stalls may be used and/or waive payment of the parking meter fee.
(C) The burden of proof shall rest with the organization requesting exemption as set forth in division (B) of this section and there is absolutely no obligation on the city to provide any such exemption. The City Manager shall maintain a file of any such exemptions granted under this policy for review by the Board of City Commissioners.
