§ 72.090 DECLARATION OF SNOW EMERGENCY.
   (A)   Whenever the City Manager decides, on the basis of falling snow, sleet, or freezing rain, or on the basis of a firm forecast by the U.S. Weather Bureau of snow, sleet, or freezing rain, that weather conditions will make it necessary that motor vehicle traffic be expedited and that parking on public ways within corporate limits of the city be prohibited or restricted for snow plowing or other purposes, the City Manager, with the approval of the Commissioner of Highways of the Commonwealth of Kentucky whenever state maintained highways are involved, shall put into effect, as necessary, parking prohibitions on parts or all of Snow Emergency Routes (Stage 1 Emergency), parking restrictions on public ways not designated as Snow Emergency Routes (Stage 2 Emergency), and travel restrictions on public ways designated as Snow Emergency Routes (Stage 3 Emergency), by declaring and announcing a snow emergency in the manner prescribed by this subchapter.
   (B)   The City Manager shall cause each snow emergency declaration made by him pursuant to this subchapter to be publicly announced by means of broadcast or telecast from radio and television stations with a normal operating range covering Boyd County. He may cause the declaration to be further announced in newspapers of general circulation within Boyd County. Each announcement shall be made between the hours of 6:00 a.m. and 11:00 p.m. and shall describe the action taken by the City Manager, including the time the snow emergency and resulting vehicular parking or travel restrictions became or will become effective, which shall be as specified by the City Manager, but not less than one hour after the snow emergency is first publicly announced and, further, shall specify the extent of vehicular parking or travel restrictions in effect. The City Manager shall make or cause to be made a record of each date and time when any declaration is announced to the public in accordance with this section.
