(A) For the purpose of this subchapter, a
DISABLED PERSON
means any person who has a permanent disability rendering it impossible, difficult, or burdensome for the person to walk and whose vehicle bears officially issued identification as a vehicle driven by a disabled person.
(B) The City Manager is hereby authorized and directed to select and properly identify an adequate number of reserved parking spaces for use by disabled persons within the city and to cause signs to be placed as notice that the area is reserved for parking by the disabled.
(C) Reserved spaces for use by disabled persons shall be designated in close proximity to all federal, state, county, and municipal buildings or other public facilities, and other locations determined by the City Manager to be appropriate.
