The City Manager shall be authorized and directed to establish bus stops and terminals as will serve to the best interest of the public. It shall be the duty of the City Manager to designate bus stops or terminals by appropriate signs. The City Manager shall have the continuing authority to establish, enlarge, diminish, or discontinue any bus stops or terminals.
