The "Rules and Regulations Governing Access to the Public Records of the City of Ashland, Kentucky," incorporated herein by reference, are hereby established pursuant to KRS 61.876 as the rules and regulations governing access to all governmental records of the city, which is governed by KRS Ch. 61 and not exempt thereunder. The "Rules and Regulations Governing Access to the Public Records of the City of Ashland, Kentucky" shall be filed in the office of the City Clerk and shall be open for public inspection.
