921.12 NATIONAL CATEGORICAL PRETREATMENT STANDARDS.
   (a)    All persons regulated by these more stringent national categorical standards, shall be notified of any proposed categorical standard change prior to the effective date, and shall meet these standards within the time frame specified. Any change shall include a reasonable time schedule for compliance.
   (b)    Where a person subject to Categorical Pretreatment Standards has not submitted a Discharge Report required in Section 921.30, he/she shall file a complete Discharge Report within six (6) months after promulgation of the applicable Categorical Pretreatment Standards. Where a person has submitted an acceptable Discharge Report, he/she shall submit to the Chief, I.P.P., any additional information (Section 921.27, (a) and (b)) required by the Categorical Pretreatment Standards within six (6) months after promulgation. New sources are required to submit a baseline monitoring report as specified in 40 CFR 403.3 (k) ninety (90) days prior to commencement of discharge. New sources must have all pretreatment facilities functionally completed and operational at commencement of discharge. Within ninety (90) days these facilities must be in compliance with discharge standards.
   (c)    National Categorical Pretreatment Standards as promulgated by U.S. Environmental Protection Agency (EPA) pursuant to the Act, shall be met by all dischargers of the regulated industrial categories. An application for modification of the national categorical pretreatment standards may be considered for submittal to the Regional Administrator by the City when the wastewater treatment system achieves consistent removal of the pollutants as defined by 40 CFR 403.7.
