Any person, upon whom notice is served, pursuant to Section 903.03(e), may file an appeal of such notice with the Clerk of Council, not later than seven days after service of such notice. The appeal shall specifically set forth the issues thereof and the relief sought and shall be heard by Council at its next regular meeting. Council may, for good and sufficient cause shown, affirm, modify or withdraw the original notice. A vote of not less than four members of Council shall be required to modify or withdraw the notice. Council may consider terrain, engineering difficulties, unusual circumstances and any other matters which may be relevant to a determination of the appeal. Any time requirements applicable to the notice shall be extended by the period required to determine an appeal filed hereunder.
