When any person is required by the Mayor as ex-officio the Director of Public Service, under the authority of the provisions of Ohio R.C. 727.05, and Section 93
of the City Charter, to make sewer, water or gas connections in any street, alley, avenue or public ground by grading, curbing and paving the same, in that case the person shall not be required to make the application as required in this chapter, nor shall such person under such conditions and requirements be compelled to deposit the bond as required in Section 901.01
