Before any person other than a duly authorized City officer or employee makes any opening in any street, alley, avenue or public grounds he must first post a bond in the sum of one thousand dollars ($1,000) with the Director of Finance and Public Record and obtain a street opening permit from the Building and Zoning Inspector.
