Any person desiring a permit as required in § 99.25 may be required, as a prerequisite thereto and before such permit is issued, to file with the city a bond, in such sum as shall be determined by the City Manager, conditioned upon the restoration of the street, public alley or sidewalk, in accordance with § 99.28.
