§ 51.16 RECEPTACLES FOR MULTIFAMILY RESIDENTIAL, COMMERCIAL, AND BUSINESS ENTERPRISES.
   (A)   It shall be the duty of every owner, occupant, tenant, or lessee, or any of them individually of any or every occupied building used for multifamily residential, commercial, or business purposes within the city to furnish a container or containers that can be serviced by the city's sanitation trucks. In the case of multifamily residential, commercial, and business enterprises of over four units per structure or development, a provision for dumpster-type disposal shall be provided which conforms to all city codes. All other multifamily residential, commercial, or business shall provide a type and size of container which shall be subject to the approval of the City Manager or his duly authorized representative. Multifamily residential, commercial, or business enterprises of over four units occupied or in operation as of July 6, 1995 shall not be considered in violation of this section if the method of disposal is not in keeping with this section.
   (B)   Nothing in this section shall prohibit several businesses from combining in the use of a single container, provided the location and size is approved by the City Manager or his duly authorized representative. It shall be the responsibility of the City Manager or his duly authorized representative to determine the most feasible method of providing service to those users with unusual access situations or other problems of a special nature.
   (C)   Frequency of collection to any particular commercial or business user will be determined between the user and the City Manager or his duly authorized representative. The frequency of collection, however, shall not exceed once daily on the days Monday through Friday.
