All meters or other measuring devices installed or required to be used under the provisions of this subchapter shall be under the supervision and control of the Water Resources Director and shall be installed and maintained at the cost of the owner of the property. Meters or other devices installed for the purpose of determining the quantity of water not discharged into the city sewers shall be kept in repair, whether repairs are necessitated by ordinary wear and tear or other cause, and bills for repairs made by the city shall be paid by the persons concerned.
