The city sewer system may be extended by a property owner or developer under the following conditions:
(A) The cost of the sewer system extension must be paid for by the owner or developer.
(B) The sewer system must be constructed in accordance with the city's standard specifications and details.
(C) The plans must be approved by the City Engineer and the appropriate state agency.
(D) All construction will be subject to a one-year warranty by the owner or developer responsible.
(E) All water and sewer system extensions will become the property of the city after completion.
