The application for sewerage connections shall be filed with the city and approval or disapproval shall be endorsed thereon with reasons therefor if disapproved, within 24 hours after such application shall have been filed. If the application is approved within such period of time a permit shall be issued for the connection or work for which application has been made, and the permit shall be delivered to the applicant or his or her agent when called for. The permit shall be written on blank forms provided therefor and shall be granted upon the condition, which shall be expressed therein, that the city may, at any time before the completion of the connection or work, revoke or annul the permit when the work is not being properly executed in accordance with the regulations and ordinances of the city, and that no party interested shall have a claim for damages in consequence of the revocation of the permit. The permit shall become void if the work for which it has been issued shall not be begun and completed within ten days from date of issue.
