All water service furnished by the city to persons outside of the city limits shall be subject to the regulations and provisions of this subchapter and of all applicable provisions of this chapter, and all such persons shall be deemed to have agreed, as a condition to such service, to be governed by the provisions hereof and all other regulations adopted by the City Council for the maintenance, control and protection of the city water system and all connections thereto.
