(A) Water connections shall be made in accordance with city standard specifications and details. Connections may be made by a developer upon approval by the city or may be made by the Water and Sewer Department upon application and payment.
(B) This section shall apply to connections both inside and outside the city limits; but no provision of this section shall apply when incompatible with the North Carolina State Building Code.
