(A) It shall be unlawful for any person other than an employee of the Water and Sewer Department to connect any premises with the city water system. When a service connection has been made between the water main and curb and the owner of the premises desires that his premises be connected with such service connection he shall make application to the Water and Sewer Department for the installation of a water meter. Upon the payment of the prescribed fee such meter will be installed and connection made by the city.
(B) A violation of this section is punishable as a misdemeanor.
