(A) It shall be unlawful for any person to cause a connection to be made to any city water main or city sewer of any type without a permit to do so issued by the Water and Sewer Department. Each application for a permit for any such connection shall be made by the owner of the premises to be served by such connection, or his duly authorized agent, to the Water and Sewer Department upon blanks furnished by the department, and upon the payment of the required tapping fees. A written permit shall be issued for the connection.
(B) A violation of this section is punishable as a misdemeanor.
