Each person, owner, manager, occupant, tenant or lessee of a house or building used for residential, business or commercial purposes shall maintain supervision and surveillance over the solid waste and the collection containers serving such premises. If such collection containers are not emptied and the contents removed by an employee of the city or other duly authorized person, said person shall notify the department of the fact.
