7-4-13: FAILURE TO PLACE IN PROPER COLLECTION CONTAINERS; FAILURE TO USE CITY AUTHORIZED COLLECTION SERVICE; FAILURE TO PAY FEES:
The city may remove or order the removal of any solid waste from any real property or any premises, if:
   A.   Any person or responsible party of a property or premises allows solid waste to be deposited or accumulated upon said property other than in the proper collection container and fails to remove solid waste or to place the solid waste in the proper collection container.
   B.   The person or responsible party for any real property or premises refuses to use the solid waste collection service provided by the department. Such persons shall pay to the city the fees established in this chapter, whether or not the solid waste collection service is actually used. Failure to comply is a violation.
   C.   After such removal of solid waste the city shall bill said person the charge allowed under this chapter for any required removal. The city may file a lien against the premises if the charges not be paid in full within thirty (30) days after billing date. Failure to pay such charge is a violation of this chapter.
