Any person or responsible party of any real property or premises within the city upon which solid waste is generated or accumulated shall make arrangements with the city for the collection of solid waste. Such persons shall pay to the city the fees established and set forth from time to time by resolution of the city council, whether or not the solid waste collection service is actually used. Failure to comply is a violation of this chapter. (Ord. 880, 11-8-2011)
