7-4-8: GENERAL RESIDENTIAL AND COMMERCIAL COLLECTION REGULATIONS:
   A.   Bagging: All collection containers shall be loaded with bagged solid waste only and in such a manner as they will self-empty when inverted. Yard waste is exempt from the bagging requirement.
   B.   Burning: It shall be unlawful to burn any material inside any collection container, or otherwise place smoldering or burning items into or next to any city collection container.
   C.   Construction Debris Containment: All construction sites shall have a method of containment for construction debris to prevent the debris from blowing or scattering upon the site or adjacent properties and streets. The method of containment shall meet with the approval of the department.
   D.   Construction Debris Collection: Construction debris and/or materials (herein "construction debris") in quantities larger than three (3) cubic yards, or which may be produced or collected by a commercial business or hauler shall be also considered as commercial or construction debris, and fees for such shall apply. Producers of construction debris shall arrange for the collection and removal of such at his own expense. If the city provides this service, said person shall contract with the city, except that the producer may personally collect said construction debris and transport it to the designated transfer station. Transportation shall be in a vehicle, and shall be both covered and secured in such manner to prevent the construction debris from spilling, blowing, or in any other manner from being deposited on any street, roadway, or property.
   E.   Flammable Or Explosive Materials: It shall be unlawful to place flammable or explosive materials in any residential or commercial containers. The producers of such materials shall provide a method of disposal which meets with current New Mexico state solid waste rules.
   F.   Hot Ashes And Other Combustible Material: It shall be unlawful to deposit into any city container hot ashes, cinders, smoldering coals, or any greasy or oily substances which may spontaneously combust.
   G.   Infectious Waste: It shall be unlawful to place in any container for regular collection any infectious waste or an item that has come in contact with infectious waste.
   H.   Special And Hazardous Waste: It shall be unlawful to place or cause to be placed in any container for collection any special or hazardous waste of any kind. Any special or hazardous waste shall be removed from the city at the owner's or producer's expense to an approved site. (Ord. 880, 11-8-2011)
