A. The city shall provide for suitable equipment and personnel sufficient to collect solid waste within the city. This may be provided internally or by contract. To achieve such purposes, the governing body may enter into contract for the collection, transportation, facilities, or disposal of solid waste.
B. Collection companies providing services not yet offered by the city may, by authorization of the department, contract with persons for the placement and removal of roll-off containers for the purpose of hauling construction debris or large quantities of solid waste, provided all rules and regulations for the temporary storage, collection, transportation, and control of solid waste are followed.
