A. Supervision; Access: Meters for the measurement of water utility services shall be installed by or under the supervision of the city at each premises where water service may be provided. Free access to utility meters shall be granted the city at all times.
B. Charges: Charges for installation of meters shall include charges for extension of a lateral line from the water main to the nearest property line and shall be paid by the user in addition to water service charges and customer deposits otherwise required by this chapter. Meter installation charges shall be as established from time to time in amounts reasonably calculated to recover the direct costs of labor and materials to the city for such installation.
