7-2-3: CUSTOMER DEPOSITS:
   A.   Deposits Established: Applicants for utility services shall deposit with the city clerk the following sums to ensure payment of charges for water service:

      2.   Multiple Unit Deposits: Owners and managers of multiple units are required to place one deposit in the amount of one hundred fifty dollars ($150.00) for all units managed under their name. In the event the water service charge of the rental unit becomes delinquent, the service deposit is not applied to the rental unit account, but the utility charges are transferred to the owner's utility account. The transferred amount is due and payable. If the owner's account becomes delinquent, the owner's utility account service deposit, or as much as may be necessary, may be applied by the city clerk to the payment of the delinquent charges. Water utility service may be discontinued to the owner's utility account until a new customer deposit is made. (Ord. 728, 5-23-2006)
   B.   Refund Of Deposit: An applicant's service deposit shall be refunded when his use of city water services shall cease; provided, that all water service charges have been paid.
   C.   Application Of Deposit To Delinquent Bills: In the event water service charges to any user become delinquent, the service deposit, or so much thereof as may be necessary, may be applied by the city clerk to the payment of the delinquent charges, and water utility services may be discontinued until a new customer deposit is made.
