Any person desiring utility service shall make written application to the city clerk. The application shall be accompanied by a customer deposit and payment for meter installation charges as may be required by this chapter. The application shall contain the applicant's name, address, description of the use for which water is desired, and such other information as the city clerk may reasonably require.
