Contracts made between the city and persons desiring to conduct business operations at the municipal airport shall specify that the municipal airport will at all times be maintained as a public airport and that none of the rights granted pursuant to such contracts shall be exclusive rights and that all business operations shall be conducted without discrimination as to any person on account of race, color, creed, sex, age, national origin, or religion. Such contracts shall further provide that the city reserves the right to further develop and improve the municipal airport and to enter into such other contracts for the conducting of the same or similar or other business operations as the city may deem appropriate.
