6-4-5: STANDARDS FOR ISSUANCE OF PERMIT:
The chief of police may issue a parade permit when, from considering the application and such other information as may be otherwise obtained, he finds that:
   A.   The conduct of the parade will not substantially interrupt the safety or orderly movement of other traffic contiguous to the parade route;
   B.   The conduct of the parade and of the assembly areas for the parade will not unduly interfere with proper fire and police protection or ambulance service within the city;
   C.   The conduct of the parade is not reasonably likely to cause injury to persons or property or to provoke disorderly conduct or create a disturbance; and
   D.   The parade is scheduled to move from its point of origin to its point of termination expeditiously and without unreasonable delays during the course of such parade. (1996 Code § 12.08.060)
