6-3-3: RESPONSIBLE PARTIES:

The owners of the property on which the swimming pools are constructed are hereby declared to be responsible to see that there is compliance with this chapter, and such owners shall be the responsible party to be prosecuted for any violations hereof. (1996 Code § 12.16.030)
