Each company or owner operating a taxicab in the city shall cause such cabs to be numbered with a number on each side, and shall furnish the police department with the description and number of the cabs operated by the owner or company. Any person violating any provision of this section or any owner of a taxicab who permits the same to be operated in violation of this section shall be subject to penalty as provided in title 1, chapter 4 of this code, in the discretion of the court.
