The members of the board shall be appointed by the mayor of the city of Artesia, New Mexico, with the consent of the city council. Each member of the board shall hold office for a term of two (2) years. Each member of the board shall serve without compensation and qualify by taking an oath of office to faithfully and impartially discharge the duties of the office. Within ten (10) days of their appointment, the members of the board shall meet and organize by electing one of the members president of the board. The board shall thereafter meet quarterly at city hall the Monday prior to the first council meeting of that month. The board may meet on additional occasions upon written notice by the chairman to all board members. (Ord. 675, 12-16-2003)
